NAACP Renews Support for Marijuana Legalization with Focus on Workers' Rights in Cannabis Industry

The NAACP has taken a bold step in advocating for federal marijuana legalization while emphasizing the importance of safeguarding the rights of workers in the cannabis industry. During the 114th NAACP National Convention held last month, delegates convened to address critical issues, and among the measures discussed was the adoption of a resolution that not only reaffirms the organization's existing cannabis reform platforms but also introduces a new stance on labor peace agreements and the protection of marijuana industry workers.


The newly adopted resolution recognizes that a significant portion of individuals within the cannabis industry will be employees, rather than owners. It underscores the need to ensure fair and secure workplaces for workers engaged in the cultivation, processing, testing, distribution, and sale of cannabis. The NAACP's position is clear: these workers deserve family-sustaining jobs and the same workplace rights as any other worker.


The resolution also highlights the value of union representation, training, and apprenticeships in the cannabis industry. By providing access to these resources, a broader range of individuals can benefit from the sector's growth, particularly those from communities disproportionately impacted by historical cannabis prohibition. Unions and related labor initiatives can help drive diversity in the cannabis space and encourage participation by those who have historically borne the brunt of the war on drugs.

In alignment with its past resolutions on cannabis, decriminalization, equity, and industry, the NAACP advocates for federal marijuana legalization and de-scheduling. Furthermore, it intends to advocate for legislation at federal, state, and local levels that includes labor peace agreements as a prerequisite for licensure. The resolution urges crafting marijuana legislation that designates all cannabis workers—from cultivation to delivery—as employees under relevant labor acts and regulations, granting them the right to form or join unions.


The United Food and Commercial Workers International Union (UFCW), a significant advocate for cannabis workers, applauded the NAACP's resolution. UFCW International President Marc Perrone emphasized the significance of prioritizing workers' rights and safety within the cannabis industry, particularly for individuals disproportionately affected by the War on Drugs. Perrone recognized that a worker-friendly cannabis industry could have a profound positive impact on people of color.


NAACP CEO Derrick Johnson, the individual behind the submission of the cannabis resolution, emphasized the necessity of addressing the lack of progress for Black workers in the flourishing cannabis industry. He noted that as the industry grows, it's vital to ensure that benefits are shared equitably, particularly within marginalized communities that have suffered due to the War on Drugs.


This development adds to a growing chorus of voices advocating for a balanced and equitable approach to cannabis legalization—one that prioritizes both economic growth and social justice. As cannabis continues to expand as a legal and regulated industry, the emphasis on workers' rights serves as a reminder that a thriving industry should uplift all its participants.


Last year, the NAACP's board of directors urged the passage of a bipartisan marijuana banking bill. Additionally, the UFCW has been actively involved in advocating for cannabis banking reform and worker protections, contributing to the broader conversation on the industry's responsible growth. As the landscape of cannabis legislation evolves, the NAACP's renewed support for federal marijuana legalization with a focus on workers' rights stands as a pivotal moment in the ongoing journey toward a more equitable cannabis industry.
